PRESS STATEMENT
In relation to the statements issued by the Accounts Chamber of the Dominican Republic, about the delay in reporting budget execution and accountability part of several boards of Municipal Districts and some municipalities, the Dominican Federation of Municipalities (FEDOMU) makes the following points:
1. FEDOMU considers that municipalities have not been denied to hand over documents related to the budgetary and accountability to the governing body of the system of external control of public funds is the Accounts Chamber of the Dominican Republic, but what has happened is that there have been delays , result of the adjustment process of the authorities who took office in August last year.
2. That FEDOMU urges all local authorities to provide all facilities, documents and information required by the Accounts Chamber the Dominican Republic so that it can effectively fulfill its role of external oversight body of public funds.
3. FEDOMU That is channeling a meeting with the Chamber of Auditors, in order to clarify the situation at hand and coordinate the necessary action together, to establish corrective misplaced and provide advice that is necessary to the Board of Municipal Districts and municipalities which by their precarious economic situation will be difficult to recruit professionals and technicians with relevant qualification in management tools for planning and budget execution and accounting.
4. That the Dominican Federation of Municipalities, has already taken initiatives in this direction and in this regard is designating thirty professionals in the areas of accounting and budgetary, legal and distributed participatory budgeting in the ten regional technical offices FEDOMU, so that these professionals contribute to the municipalities and districts Municipal each region in the process of budget implementation monitoring and reporting accountability.
5. That by virtue of which the largest number of municipalities in the list submitted by the Chamber of Accounts are Boards of Municipal Districts with technical and economic limitations, with small budgets ranging from one million five hundred thousand pesos monthly, FEDOMU appealed to the Dominican Municipal League and the Dominican Association of Municipal Districts (ADODIM), so that together with the Accounts Chamber join forces and develop an intensive program of counseling and technical assistance to ensure that all District Boards and Municipal Councils to catch up in the presentation of required reports.
